Our Staff

    Terri Williams, Director

    As Director of the UTSA Institute for Economic Development Center for Government Contracting, Terri is responsible for managing several staff and federal, state, and privately funded programs focused on assisting business owners in contracting with the federal, state, and local governments as well as the private sector. 

        Clara Chavez, Administrative Analyst/Training Coordinator

        Clara Chavez, has been with the Institute for Economic Development for over 11 years and is currently working as an Administrative Analyst/Training Coordinator for the SBDC Procurement Technical Assistance Center. Clara handles all training activities and assists with administrative functions and all other special projects.  She was awarded the Innovation Award in 2005 by her peers.

            Gilford Kibler, Project Manager

            Gilford Kibler is a project manager in the SBDC Office of Government Contracting. His most recent role was as Director of the Alamo Manufacturing Partnership in the IED at UTSA. Prior to joining the UTSA team, he taught STEM courses at Carl Wunsche High School in Spring, Texas. He possesses a Master’s degree in Manufacturing Systems Engineering from the University of Wisconsin-Madison and a Bachelor of Science degree from Lamar University in Beaumont Texas. Mr. Kibler has extensive experience in manufacturing, project management, process design and process improvement.

                Arnold Jacob, Project Manager

                Arnie is a highly qualified professional with extensive experience in economic development and commercial real estate. He joins UTSA as a Project Manager for the Texas Cybersecurity Compliance Program. He is responsible for marketing the program to qualified companies and assisting them through training and network assessments performed by UTSA’s Center for Infrastructure Assurance and Security.

                    Deirdre Pattillo, Project Manager

                    Deirdre Pattillo, SPHR, is Project Manager for Employer Services for the South-West Texas Border SBDC Region’s Procurement Technical Assistance Center at the UTSA Institute for Economic Development. She has served the SBDC community since 1998, and has been specifically focused on Human Resources and regulatory compliance for small business since 2003.

                        Eloy Garcia, Project Manager

                        Eloy Garcia manages the Alliance Program at the University of Texas at San Antonio Center for Government Contracting.  The Alliance Program works to increase disadvantaged-owned business participation in the highway construction industry and provides Disadvantaged Business Enterprises (DBEs) with firm specific training and guidance to help them become competitive within the heavy highway or construction marketplace.
